Most of the products and equipment that were previously subject to mandatory confirmation of compliance with the requirements of the Technical Regulations of the Russian Federation or the requirements of State standards GOST R, today fall under the scope of the Technical Regulations of the Customs Union (TR CU). In addition, certain types of products, the certification of which was previously exclusively voluntary, also fall under the scope of these regulations.
Confirmation of compliance with the requirements of technical regulations of the Customs Union can be carried out in the form of certification or in the form of a declaration depending on the type of product. To determine exactly which document (Сertificate TR CU or Declaration TR CU) needs to be drawn up in your case, contact the TTL center experts. This document certifies the compliance of the products with the requirements of the Customs Union. In the same time, enables marketing and installation of approved products in the territory of the Customs Union without any additional requirements and additional assessment or permission (such as Rostechnadzor RTN Approval) procedures.
TR CU Certificate can be issued for certain quantity, shipment base or for serial production up to 5 years.
TR CU Certificate can only be issued by certification bodies entered in the Unified Register of certification bodies and testing laboratories (centers) of the Customs Union.

To provide TR CU Certificate factory audit by Experts and sample testing is required. Also, annual inspection control will be applied in the certificate validation period. All Certificates of Conformity of the Customs Union are registered in the Unified Register of certificates of conformity issued using a common form.
Any certificate requires a local Applicant Company, which is representing the Producers in the abroad. This company should be registered in the territory of Customs Union.
A similar document to the above-mentioned certificate. According to the valid publications of EurAsEC, all products divided into two parts and for some of them it is enough to issue TR CU Declaration of Conformity.
TR CU Declaration of Conformity can be issued for certain quantity, shipment base or for serial production up to 5 years.
To provide Customs Union Declaration of Conformity, factory audit by Experts and physical sample testing is NOT required. Annual inspection control is not applicable in the certificate validation period. All Declaration of Conformity of the Customs Union are registered in the Unified Register of Declaration of conformity issued using a common form.
Any Customs Union Declaration require a local Applicant Company, which is representing the Producers in the abroad. This company should be registered in the territory of Customs Union.

TR CU 020/2011 applies to technical devices:
that may generate electromagnetic disturbances;
the performance of which can be affected by exterior electromagnetic disturbances.
The complete list of technical devices subject to mandatory certification in line with the requirements of the Technical Regulation is included in Annex 3 to TR CU 020/2011.
This Technical Regulation does not apply to technical devices that are:
used by manufacturers of other technical devices as components. Those technical devices are not intended for independent use;
passive in terms of electromagnetic compatibility;
not included in the Unified List of Products for which mandatory requirements are set in the Customs Union.
Annex 1 to the Technical Regulation contains a list of technical devices that are passive in terms of electromagnetic compatibility and do not fall under the scope of TR CU 020/2011 – Electromagnetic Compatibility of Equipment.
It should be remembered that if the requirements of any other technical regulations of the Customs Union apply to those technical devices, they are subject to the assessment/verification of the conformity to such applicable technical regulations.

The Technical Regulation sets out a period for transition from previous certificates issued in line with national rules; the transition period expires on March 15, 2017.
The safety requirements set out in TR CU 031/2012 are harmonized with Directive 2003/37/EU and supplemented with the requirements of Russian and Belorussian national standards and the Regulations of the United Nations Economic Commission for Europe (UNECE). However, unlike the Directive that provides for the type approval procedure, the Technical Regulation establishes the product certification procedure.
The TR sets new requirements, including component-related ones. For example, the required level of the diesel engine emission is Stage IIIA/Tier 3, and from February 2017 it is to be Stage IIIB/Interim Tier 4.
Tractors and their trailers are classified by category (T, C and R) and type.
Component type approvals issued as per the UNECE Regulations (adopted at the World Forum WP.29) are accepted as an evidence base.
The manufacturer is obliged to develop a product specification according to the prescribed form, which must contain information to be included in the annex to the certificate.

The Fire Safety Certificate attests the product conformity to the Technical Regulation on Fire Safety (set out by Federal Law No. 123-FZ dated 22.07.2008).
The Fire Safety Certificate can be issued for different product categories subject to such type of conformity assessment. Some of examples include:
Heat generating and electrical heating equipment (electrical and gas stoves, electrical braziers, grills, heat generators).
Electrical appliances and devices (fairy lights, various types of cables).
Appliances and materials used in construction (electric conduits, roofing materials, upholstery materials).
Devices ensuring people safety (all types of fire extinguishers, hydrant stand pipes, compressors, personal protective devices).
The Fire Safety Certificate, i.e. the document attesting a product conformity to the requirements of the Technical Regulation, can be issued only after the product has been tested. The Fire Safety Certificate process comprises the following steps:
to submit a request to TTL;
to agree upon a scheme and procedure for fire safety certification;
to determine the cost and deadlines;
to collect and submit required documents;
to sign a certification service agreement;
to analyze the state of the production (depending on the certification scheme);
to carry out product tests, draw up test protocols (depending on the certification scheme);
to execute and issue the Certificate of Conformity to Technical Regulation.
The service fee depends on the category of the product to be certified. To be precise, it is calculated based on the following aspects:
analysis of submitted documents;
tests of submitted samples;
inspection of the production (if required for the relevant registration scheme);
documents release time.
The fire safety certification is a complicated and expensive procedure. The following data are documented in the test protocol:
emission from toxic substance combustion per mass unit;
flame spread rate;
flammability group;
oxygen intake per mass unit, etc.
The fire safety certification is intended to assess and verify the product safety and is carried out after a properly completed request has been submitted.
The Fire Safety Certificate can be issued with a validity period of 1–3 years. The procedure for Fire Safety Certificate issuance is established by the Federal Agency for Technical Regulation and Metrology. The Fire Safety Certificate can be issued based on the protocol of standard sample testing.

A technical passport is a document required by Russian Federation authorities for most of the technological equipment and shall be issued in Russian language.
A technical passport, when required by a TR CU, shall be completed before the issuing of a CoC/DoC.
A technical passport is an operating and maintenance document which accompanies the equipment during its service lifetime.
It contains design data, fabrication data and records, preservation certificates – whenever applicable – as well as operating and maintenance instructions.
From installation on site, a technical passport is used as a logbook and as such also contains pre-formatted pages for maintenance records and tracking of works carried out on equipment and material on site.
For some kinds of equipment, e.g. electrical, a technical passport can be excluded from the set of documents, if all the relevant information is present in the operating manual.
A technical passport shall be prepared by the manufacturer in accordance with requirements of the corresponding TR CU, GOST 2.601-2013 and GOST 2.601-2019, “Unified system for design documentation. Exploitative documents” and GOST 2.610-2006 and GOST 2.610-2019 “Unified system for design documentation. Rules for making exploitative documents”, as a minimum.
Technical passports for some types of equipment, with standards:
In accordance with the Order of the Ministry of Economic Development of the Russian Federation dated July 31, 2020 No. 478 "On establishment of the Procedure for registration of Declarations of conformity TR CU* and the Procedure for the formation and maintenance of a unified register of registered declarations of conformity, provision of information contained in the specified register", from January 1, 2021, registration of Declarations of conformity TR CU (hereinafter - the Declaration ) will be carried out by the Federal Accreditation Service.
When registering a Declaration, information and documents certified by the electronic digital signature of the Applicant are transferred to the unified register, while the information provided is verified by the Federal Accreditation Service.
The Declaration is considered accepted from the moment of its registration in the unified register.

Declarations of conformity* is a document in which the manufacturer certifies that the products supplied by him meet the requirements of regulatory documents.

The Certification Body means a legal entity officially accredited by the local (national) State Accreditation Authority to perform conformity assessment procedures and issue certificates of conformity or register declarations of conformity according to the local national codes. The definition “Certification Body” also includes those agencies which are legally allowed to issue metrology certificates (PAC) for measuring instruments and for process control systems & analytical equipment, as well as those who are accredited for the local State Registration.
The ATL (i.e. Accredited Test Laboratory) means a local legal entity which is accredited by the State Accreditation Authority to perform its functions as the test laboratory in accordance with the national codes. The Compliance Documents are the compulsory documents requested by the local law for making both the Final Product and certain parts of the Procurement to be legally allowed for operation on the territory of this country. Only such fully legalized equipment is allowed to be customs cleared, installed, commissioned and operated on the territory of this country.
A complete set of the Compliance Documents is statutory for every project in order to obtain from the local State Supervising Authorities necessary permit for commissioning & operation of the Final Product as well as of the whole industrial plant. It means that the Client is obliged to provide a complete set of these documents (i.e. the Certification Dossier) to the Customer in due time prior to the commissioning. The Customer will present the Certification Dossier to the State Supervising Authorities and to the Plant’s Acceptance Committee for consideration and further decision on either the documents are acceptable or unacceptable. Result of such consideration will yield either a permit to start the Plant’s commissioning or a suspension of providing such a permit till the moment when the missing compliance documents are delivered, checked and accepted. In case of the suspension, the Customer will have no choice other than to come back to the Client and demand to obtain those documents (fetch them from the vendors) which are considered as unacceptable or missing.
The Compliance Documents are represented by the following statutory permitting papers (list of the documents and their content may vary depending on the Final Product and on the country of delivery):
COC, i.e. certificate of conformity.
DOC, i.e. declaration of conformity.
TP, i.e. technical passport for equipment.
IOM, i.e. installation & operation manual.
JOS, i.e. justification of safety (a safety justification report issued according to the local national codes).
PAC, i.e. pattern approval certificate. The PAC is the metrology certificate confirming that a particular type & kind of measuring instruments or process control system or analytical equipment is approved by the local Metrology State Authority for being operated on the territory of this country.
PVC, i.e. the Primary Verification Certificate. The PVC is the official documentary evidence issued by the local Accredited Metrology Agency. The PVC confirms that a Measuring Instrument (system, equipment) has successfully passed through the statutory primary verification procedure. PVC is required by the Customer certain time before the commissioning and it is usually valid within 1 (one) year only, after which the verification procedure must be repeated. The Client should oblige every Vendor to deliver the PVC along with relevant PAC, for the cost of the metrological certification is very high.
Special attention shall be drawn by the Client from those original manufacturers whose measuring instruments (sensors, systems, etc.) will be installed & sealed (embedded) into the Delivery or into the Final Product without any further possibility of dismantling (uninstalling) them on site at the Project location. The reason is that in such a case the PVC must be obtained before this instrument is being installed & sealed (embedded). Special PAC & PVC procedure is stipulated by the local Metrology State Authority for such cases.
FSC, i.e. fire safety certificate for a certain part of the Procurement or for the entire Final Product. FSC for a complete fire detection, suppression and fighting system may require its own FSC which usually takes longer period and has a pretty high cost.
ISE, i.e. industrial safety expert examination & conclusion report. The ISE report is developed by an accredited industrial safety expert and then officially registered by the local State Authority responsible for the Industrial Safety in the Country.
-The ISE in the Customs Union member countries may be required for certain equipment which is not the subject to the CU TR, but is still the source of hazardous effects that may hurt, injure or damage the operation personnel of the plant and/or the environment around the plant in critical situations, and which is finally connected by permanent joints to the Plant’s infrastructure (installed equipment) on site.
-The ISE in Kazakhstan is required for certain equipment notwithstanding the fact if the equipment is covered by the CU TR or not. The ISE is then to be followed by the PTU (Permit to Use) issued by MChS.
-The ISE in Uzbekistan is required for certain equipment as a compulsory compliance document. The ISE is then to be followed by the PTU (Permit to Use) issued by the local accredited Authority.
TEST REPORT, i.e. a report issued by the local ATL in the country of delivery as a result of those test procedures which had been performed or witnessed by this ATL either during a visit to the manufacturing factory where the equipment (material) was produced or on the samples delivered to the ATL.
The State Authorities and/or the Plant’s Acceptance Committee are entitled to request the Test Report for any part of the Procurement or the Final Product itself in order to make sure that it is in full compliance with the local National codes.
